SEN. CHARLES PERRY APPOINTED TO HIGHER EDUCATION COMMITTEE

LUBBOCK, TX – Today, Lt. Governor David Dewhurst appointed State Senator Charles Perry to the Senate Committee on Higher Education.

“It is an honor to be appointed to the Higher Education Committee by the Lieutenant Governor,” said Senator Charles Perry. “In addition to Texas Tech System, the 51-county district is home to several other highly regarded universities, community colleges and other institutions of higher education. This position will allow me to ensure higher education in our region, big and small, has a strong voice in the Texas Legislature.”

Last Tuesday, Perry was sworn-in as the Senator for District 28. Since that time, his office has been hard at work transitioning, setting up his new office, and preparing for the Legislative Session.

“Due to the early Special Election date, I have been blessed with an extra few months of preparation time that most freshmen senators will not have,” continued Perry. “We will use this time to prepare diligently for the upcoming Session.”

Lubbock Avalanche Journal Endorsement

Rep. Charles Perry is the best candidate among the strong field of six candidates seeking to fill the District 28 Senate seat. Robert Duncan vacated it when he took the job of Texas Tech Chancellor.

Perry’s four years of experience in the House with an appropriations background gives him an advantage to help him be effective.

He would go in with a detailed knowledge of issues challenges ahead and with experience with the workings of the legislative system. He will also know many of the people involved in the Legislature and be experienced in working with them.

He impressed us with his knowledge of the state budget, ideas of carrying out his goals and willingness to work across the aisle. He said the biggest challenge of the next legislative session will be prioritizing the budget considerations and the issues faced by our state.

Texans who are concerned about the growing entitlement system will appreciate Perry’s focus on indigent health care and entitlement reforms as a priority.

Entitlements that were intended to be a temporary saftey net need to be phased into a work environment, he said. He used as an example a single mother doing well at her job who could be reluctant to accept a deserved raise because she could lose entitlements if she did.

Other priorities listed by Perry are education and truth in budgeting. Revenues should be spent for the purposes they are collected and not diverted for other purposes, he said.

SWEETWATER REPORTER: Senate hopeful Perry weighs in on water, border issues

Charles Perry, District 83 Texas House of Representatives, spoke at the Lions Club weekly meeting on Tuesday. Perry is vying for the Senate District 28 seat vacated by former Sen. Robert Duncan who took the reins as chancellor at Texas Tech University.
Water is the lifeblood of every community. Republican Charles Perry — who has served in the Texas House of Representatives (District 83) since 2010 — declared water to be his cornerstone issue during his stop in Nolan County Tuesday.

“Water is the common theme in the 51 counties (which comprise Senate District 28),” Perry said during an interview with the Reporter. “Sweetwater is a great example. Oak Creek Reservoir is dry.”

Perry believes upgrades to infrastructure and modern technology will be the components most likely to help alleviate the region’s water woes.

“Replacing leaky infrastructure is one thing, R.O. (reverse osmosis) is another,” said Perry, a 1980 Sweetwater High School graduate. “Desalination has become much more affordable. Several cities adjacent to the (Senate) district have implemented desalination.

“Water is not going to be cheap,” Perry continued. “But we need to pursue it. I hope water continues to be a top priority.”
The hot-button topic of immigration is also a concern for Perry. If elected, he promises to take the issue all the way to Washington, D.C. — even threatening a lawsuit if the federal government refuses to reimburse Texas for what Perry believes is a detriment to the Texas economy.

“We’re doing everything we can on a state level that the federal government allows, jurisdictionally,” Perry explained. “We’re faced with a dilemma, (drug) cartel activity is pushing people into the United States and the federal government isn’t doing anything about it.

“It’s expensive to deploy the National Guard,” Perry said. “It’s not the long-term solution. The main thing we can do now is make the cartels miserable. And it’s not just cartels; we don’t know who’s coming over. There’s been everything from radical Islamists and people affiliated with Al-Qaeda.”

Tackling the border difficulties will take time and cooperation across the board, but the Senate may be where progress is made, Perry said.

“Serving in the Senate, you get to solve big problems,” he said.

Revamping entitlements and eliminating the “welfare state” would serve as deterrents to would-be immigrants, according to Perry.

Unlike some of his opponents — which includes former Sweetwater Mayor Greg Wortham and former George W. Bush aide Jodey Arrington — Perry is relatively new to the political scene.

Prior to winning his seat in the Texas House, he was a certified public accountant for more than 30 years.
It’s this connection to the middle class and rural communities of West Texas which he says strengthens his commitment to serving District 28.

“I am not a career politician,” Perry wrote on his official website. “I have worked in the private sector my entire life … As the cities continue to grow, rural West Texas is losing power and seniority down in Austin. Senate District 28 needs an experienced conservative fighter that is willing to roll up his sleeves and get straight to work for the people of rural West Texas to protect our property rights, agriculture, water and economy.”

Texas Farm Bureau Endorses Perry for Senate

LUBBOCK, TX – The Texas Farm Bureau Friends of Agriculture Fund (AGFUND) has endorsed State Representative Charles Perry in the Senate District 28 special election on September 9.

Texas Farm Bureau and AGFUND President Kenneth Dierschke announced Perry as the AGFUND choice to succeed Senator Robert Duncan in the sprawling 51 county district. Early voting begins on August 25.

“Charles Perry is a strong conservative in the Legislature and he knows how to get things done in Austin,” Dierschke said. “We look forward to working with him in the Senate, as we have in the House.” Perry currently represents the Lubbock area in the Texas House. He is a certified public accountant.

Dierschke predicts that property rights and water issues will be of top concern in next year’s Legislature. He says Perry will stand up for the interests of agriculture and rural Texas in the Senate.

Tuesday night, Farm Bureau delegates from all 51 counties were invited to hear from all 6 candidates and vote on the candidate they wanted the organization to support.

“What I love about this endorsement from Farm Bureau is it is derived from the grassroots,” said Perry. “Individual members were able to hear from the candidates, debate their options and come to an agreement on who to support. I look forward to continue working with Farm Bureau to protect property rights and our rural way of life.

Texas Farm Bureau is an independent organization of farm and ranch families who have joined to solve their problems through united action. The Farm Bureau is totally controlled by its members through majority decision and is financed by voluntary dues. The Texas Farm Bureau has more than 450,000 member families in 206 organized counties.

TX State Association of Fire Fighters and Lubbock Professional Fire Fighters Association Endorse Perry

Conservative groups rally behind Perry in SD28 race

AUSTIN — State Rep. Charles Perry is quickly consolidating the support of conservative groups in his bid for Senate District 28, aiming to cement his front-runner status ahead of the Sept. 9 special election.

The Lubbock Republican’s campaign announced Thursday that the National Rifle Association has endorsed him, citing his lifetime membership and A+ rating following the last legislative session. A day earlier, the powerful limited-government group Texans for Fiscal Responsibility threw its support behind Perry, praising him for having “effectively used his experience as a CPA to save taxpayers’ money by exposing waste, fraud and abuse in government.” Texas Right to Life, the state’s oldest anti-abortion organization, has also lined up behind Perry.

The endorsements are hardly surprising — many of the same types of groups backed Perry’s bid for the state House in 2010 — but they could make a difference as Perry looks to fend off a well-funded competitor with establishment credentials in Jodey Arrington. The former Texas Tech University System official entered the last five weeks of the race with about $230,800 in the bank compared to Perry’s $287,100, though Perry easily out-raised Arrington for the month.

LUBBOCK, TX – Today, the National Rifle Association PVF (NRA) endorsed Representative Charles Perry for State Senate, citing his unwavering support for Second Amendment rights in Texas.

Rep. Charles Perry Outraises All Opponents Combined

LUBBOCK, TX – Today, Senate Candidate and State Representative, Charles Perry announced that since the last campaign finance report, he outraised all of his opponents combined.

“I am confident that we have the resources and grassroots infrastructure in place to win this race on September 9th,” said Perry. “I have been very encouraged by the incredible reception we have received from voters district-wide. The people of West Texas want to a elect a conservative leader with the experience to be an effective voice for our region.”

Perry raised $114,685 since his previous report in July, and his current cash-on-hand sits right at $287,000. Jodey Arrington was a distant second pulling in just $ 65,380 since the July report, and cash-on-hand at $230,000. Democrat and former Sweetwater mayor, Greg Wortham sat in a distant third place bringing in just over $12,000.

“The top issue Texans are concerned about on the campaign trail is immigration. Texas doesn’t need Washington style leadership continuing to kick this issue down the road,” continued Perry. “I co-authored legislation to prevent illegal immigrants from fraudulently voting in our elections and I authored and advocated for legislation to do away with tax subsidized tuition for illegal immigrants. We need a State Senator with experience fighting for Texas solutions, this position is too vital to be a training ground.”

The race for Senate District 68 ends on Election Day, September 9th, with Early Voting beginning August 25th.
